| Commission addresses 8 Member States on Directive 2006/22/EC |

The European Commission has sent reasoned opinions – the last step before a formal complaint to the Court of Justice – to Greece, Italy, Lithuania, Luxembourg, Portugal, Romania, Slovakia and the United Kingdom for failure to notify their national measures transposing Directive 2006/22/EC which should have been transposed into national law by 1 April 2007. The Directive sets out minimum conditions for implementing new rules in the road transport sector on driving times and rest periods and on the introduction of the digital tachograph. By failing to implement this Directive, the Member States lack the necessary legal tools to promote fair competition within the sector and improve road safety.

| Digital tachograph implementation: Commission takes Greece to the Court of Justice |

The European Commission launched a court proceeding against Greece for failure to properly introduce the digital tachograph system. Regulation 3821/85 requires that digital tachographs must be fitted into all goods vehicles and buses that come into scope of the Drivers' Hours Rules and that are registered after 1st May 2006. Greece has failed to take required measures, in particular it had not yet established its national card issuing authority and system for producing and securely distributing the tachograph cards. |

| Driver Card Introduction in Bulgaria |

The National Policy of the Republic Bulgaria has been approved and on 1 August 2007 the European Root Certification Authority (ERCA) carried out the key ceremony. The first tachograph driver cards are being issued since 17 August 2007. |

| Driver Card Introduction in Romania |
 |
 |
Since 1 August 2007, Romania ihas been issuing tachograph driver cards. The first applications have been accepted as early as mid-July 2007.

| Police officers' training in Greece |
 |
 |
From 6th until 15th February 2007, the digital tachograph has been introduced to ninety-one Greek police officers as a new enforcement tool. During thirteen training hours, the officers were instructed on theoretical as well as practical matters concerning the use of the digital tachograph in the field. |

| MIDT flexible approach to non-EU AETR Contracting Parties |
 |
 |
According to Article 13 of Annex 1 to the European Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR), the digital tachograph system will not become mandatory in the non EU-AETR Contracting Parties before 16 June 2010.
Calibration of digital tachograph in non EU-AETR Contracting Parties will be impossible as long as these countries do not deliver tachograph cards and most particularly workshop cards.
In order to overcome transitional period related difficulties, the MIDT Project tabled recommendations to implement transitional measures for non-EU AETR Contracting Parties.
MIDT recommends to Member States competent authorities to follow these recommendations in order to facilitate non EU-AETR contacting Parties’ transitional period. |

| MIDT worked on the fitment of digital tachograph into light vehicles |
 |

The solution proposed by the MIDT Project regarding the adaptor enabling the fitment of digital tachographs into smaller vehicles such as vehicles used for the carriage of passengers with no more than eight seats and vehicles used for the carriage of goods with a maximum weight not exceeding 3.5 tons has been accepted by most of the Member States representatives who attended the MIDT Plenary meeting in Bucharest.
