Key Elements - Legislation in Force in a Nutshell
At both European and international levels, the tachograph is required by law.
This section will provide you with an overview of the different texts adopted and their official references.
At the European Union level, the legislation is the following:
· Directive 2002/15/EC of the European Parliament and of the Council of 11th March 2002 on the organisation of the working time of persons performing mobile road transport activities (also called ‘Working Time Directive’)
. Regulation (EC) n° 561/2006 of 15 March 2006 on the harmonization of certain social legislation relating to road transport and amending Council Regulations (EEC) n°3821/85 and (EC) n°2135/98 and repealing Council Regulation (EEC) n°3820/85
.Directive 2006/22/EC of 15 March 2006 on minimum conditions for the implementation of Council Regulations (EEC) n° 3820/85 and (EEC) n° 3821/85 concerning social legislation relating to road transport activities and repealing Council Directive 88/599/EEC

At international level, drivers' activities are regulated by the European Agreement concerning the work of Crews of Vehicles engaged in International Road Transport (AETR), of 1st July 1970 (Consolidated text dated 1999).
More information about the AETR is available on UN Economic Commission for Europe website. The AETR Agreement is available in English, French and Russian languages.
