• The Enforcement meeting (ENC) will take place on 17 November (half day/afternoon) and 18 November (full day).

| Tolerence periods for non-EU AETR countries until 31 December 2010 |

The Working Party on Road Transport (UN) decided, in a special session held on 22-23 April, on a tolerance period for the non-EU AETR countries until the 31 of December 2010. This decision was based on the conclusion that the timely complience with the deadline of 16 March and 16 June 2010 to fully implement the digital tachograph may not be possible in all of the AETR contracting parties.
Since the deadline for introducing the digital tachograph cannot be postponed, the following measures are agreed:
1. Calibration of vehicles already registered and equipped with digital tachographs:
In case workshop cards are not yet issued by the Contracting Party, vehicles registered in that country shall be activated and calibrated at an authorized workshop during the first trip falling under the AETR in the first country through which they pass that has the capability to do so.
2. Proof of compliance with driving time and rest period rules during the days preceding the journey:
Drivers who have not yet received their driver cards from the authorities of the AETR Contracting Party must be able to prove their compliance with the rules by print-outs, record sheets, Attestation of activities, in accordance with the procedure foreseen by the provisions of the AETR.

| Ukrainian National Policy approved |
 |

On 26 March 2010, Digital Tachograph System Ukrainian CA Policy – Version 0.9.1 (UA-A) has been approved by the European Commission – DG Joint Research Centrum.
The UA-A has been officially submitted by Ukrainian Ministry of Transport and Communications on 23 March 2010 in order to check its conformity with the requirements of the ERCA Policy Version 2.1.DG JRC plays the role of the ERCA (European Root Certification Authority) at both EU and UN level.
The UA-A has been approved on its first review which happened only once before.

| Update of the XML Messaging Reference Guide document |

Following the TACHOnet User Group meeting which took place on 9 September 2009, the European Commission issued the updated version of the XML Messaging Reference guide document (version 1.5).
Member States are now invited to start working on the adaptation of their system accordingly to support these minor changes.
Testing of this new message structure should be possible from June 2010 until December 2010.
The switch from version 1.4 to 1.5 in production can only be scheduled from the moment when all the countries are ready to support the new version.

| European Commission supports Security Working Group |
 |

Following the MIDT meetings held in Prague (Czech Republic) on 17-18 June 2009, the Security Working Group was set up with the aim to build a better understanding of the security of the digital tachograph system as a whole, rather than limiting the understanding to compartmented views.
The Security Working Group, composed of MIDT experts and supported by various tachograph manufacturers, has been recently joined by the Joint Research Centre (JRC) of the European Commission. In close contact with DG TREN, the JRC will offer its technical support to the Security Working Group.
A first meeting is scheduled on 20-21 January 2010, for developing a methodology and adopting a time-frame for deliverables. The meeting is hosted and organized by the JRC in ISPRA, Italy.

This Website and the activities of the Monitoring of the Implementation of Digital Tachograph (MIDT) are managed by the Confederation of Organisations in Road Transport Enforcement (CORTE).

The Points of Contact Section provides with a list of national organisations that are responsible for the different aspects of the implementation of the digital tachograph, according to their expertise. The Links Section shows additional interesting links that are not directly related to the introduction of the digital tachograph.
The Frequently Asked Questions (FAQ) Section brings additional information on various areas related to the digital tachograph:
- General Issues,
- Legal Requirements and
- Specific Questions depending if you are a Driver, a Road Transport Company, a Control Authority or an Approved Workshop.
However it may be that you do not find among FAQ an appropriate answer to your question. In that case you can contact MIDT Help Desk. Our independent experts will answer any of your questions within 3 working days, using English language.
Finally, national experts working the field of digital tachograph implementation have access to the MIDT Intranet Secure Access. The MIDT Intranet platform allows experts to access their profile, those of other national experts and their organisations, and follow the calendar of work of MIDT specialised Committees.
